Legislative Update

Campbell and Associates The Legislature is in recess today and Monday. When they reconvene Tuesday, April 15, they will consider a short list of bills still on Select File. After that, the only business remaining until they adjourn Sine Die on April 17, will be Final Reading and any possible veto overrides. In other words, this is the beginning of the end of the 100th Legislature, Second Session.

Highlights of the week included resolution of particulars concerning moving the State Fair to Grand Island, which also frees up the Lincoln Fair site for the development of a University of Nebraska Innovation Campus. The Legislature also overrode the Governor’s veto of a projected 1.2 cents per gallon increase in the motor vehicle fuels tax intended to free up funds for road construction. Yesterday, seven senators were appointed to a special legislative task force to investigate the Beatrice State Developmental Center and community-based services. Other bills of significance include state-wide testing of secondary students, provisions for an ignition interlock permit and penalty changes relating to driving under the influence, and a corporate tax cut. As so often happens, the Legislature rallies and accomplishes big things in short order as the end of the Session nears. This phenomena has also been greatly facilitated by Speaker Flood’s skillful management of the agenda.

AIA Bills of Interest with recent action:

LB302-- Change provisions relating to buildings, structures, and outdoor advertising signs, displays, and devices--was killed in Committee On March 31.

LB813-- Authorize urban growth districts and bonds--a Speaker Priority bill Supported by AIA was bracketed, meaning it will not be taken up again this session.

LB 889--Enables political subdivisions to utilize design build and CM at risk -- was presented to the Governor April 7

LB912-- Redefine terms for purposes of the Convention Center Facility Financing Assistance Act --was presented to the Governor April 7

Nebraska Innovation Zone Commission Report Available

Review the mid-term draft report of the Nebraska Innovation Zone Commission. An open public inspection period will occur April 4 - 14th, 2008.

Omaha World-Herald - March 31, 2008 'Green corridor touted for I-80' (Omaha World-Herald) -- Consultants studying the Interstate 80 corridor between Omaha and Lincoln advocate a green corridor concept that would preserve views, protect environmental areas and require that buildings blend in. Development along I-80 would be clustered at interchanges, each with a distinctive character "providing a subtly out-of-the-ordinary traveling experience." "Almost universally," the consultants say, "the preservation of the environment is perceived as a priority for the area." That assessment, however, drew skepticism from Sarpy County Board member Rich Jansen, who questioned the survey's accuracy. The draft report does not include a proposed interchange at Pflug Road, although that interchange could be added to the final report. Jansen said his phone "rang off the wall" after interchange supporters saw the omission. "I don't know why they left it out." The consultants suggest that I-80 could attract software publishers, Internet service providers and manufacturers of computer equipment and medical equipment and supplies. The Legislature created the zone commission in 2005 on the premise that cooperation among governments holds the best promise for creating economic development and jobs. Its 19 directors represent cities, counties, the University of Nebraska, community colleges and natural resources districts.

Design Alliance of Omaha Thom Mayne (b. January 19, 1944 in Waterbury, Connecticut) is a widely recognized Los Angeles based architect. Educated at USC and the Harvard University Graduate School of Design, Mayne helped found the Southern California Institute of Architecture (SCI-ARC) in 1972. Since then he has held teaching positions at both SCI-ARC and UCLA. He is principal of Morphosis, a renowned architectural office located in Santa Monica, California. Mayne received the Pritzker Prize (architecture’s highest honor) in March 2005. Thom Mayne, with Michael Rotondi, founded Morphosis in 1972 to develop an architecture that would eschew the normal bounds of traditional forms. Beginning as an informal collaboration of designers that survived on non-architectural projects, its first official commission was a school in Pasadena (attended by Mayne’s son at the time). Publicity resulting from the publication of this project led to a number of residential commissions, including the Lawrence Residence. The work of Morphosis has a layered quality. The designs often include multiple organizational systems which find unique expression while contributing to a coherent whole. Visually, the firm’s architecture includes sculptural forms which often appear to arise effortlessly from the landscape. In recent years this has been increasingly made possible through the use of computational design techniques which simplify the construction of complex forms.
